		<description>Will the additional assistance for all including small and large, non profits that the President is planning be governed by the local government?  The Federal government does implement good powerful programs to help the people; but by the time it gets to the local non profits so many additional rules have been added.  Also, the funds have been reduced by the time the local government takes their administration dollars off the top.  Then expect us to do so much with little funding to help us administratively.  That is why we as grass root organizations struggle.  We work with no health insurance and sometimes no paycheck while the local government continues to increase their staff.</description>

		<description>I am unclear on whether or not faith-based groups that are not non-profits but have been eligible through charitable choice language to provide social services are cut out of getting money from the Strengthening Communities Fund? CCF seemed to carve out a specific piece of the pie for them to get money, but it doesn&#039;t appear that way with SCF; am I misunderstanding this?</description>

Another rural program that did get a significant boost in the budget is the new Rural Microentrepreneur Assistance Program. The program was new in the 2008 farm bill, and is not even launched yet, though it should be within a month. In year one it will have $4 million nationally. The president proposes an additional $22 million for year two - a six fold increase. The program will make grants to nonprofit microenterprise development organizations who can use the funds for business training, technical assistance and small loans to rural entrepreneurs of limited means.
